The Information Technology Omnibus Procurement II (ITOP II) was a Multiple-Award, Indefinite Delivery, Indefinite Quantity (MA/IDIQ), Governmentwide Acquisition Contract (GWAC) designed to provide federal agencies and the Department of Defense with Information Technology (IT) integrated solutions to include technical services, hardware and software.

The ITOP II GWAC expired January 13, 2006. No new orders are being placed. However, existing task orders may have a performance period of up to five years beyond the expiration of the ITOP II GWAC, therefore this contract is still active (as far as delivery is concerned).[1]

The ITOP II GWAC is worldwide in scope, with a base contract period of seven years.

  • Customers have the option of issuing fixed price, labor hour/time and material or cost reimbursement task orders.
  • Contract ceiling of $10 billion.

ITOP II provides a wide range of IT services, with three functional support areas:

  • Information Systems Engineering (ISE);
  • Information Systems Security Support Services (ISS); and
  • Systems Operations and Management (SOM).

These three functional areas provide the flexibility and the wide range of technical and/or contracting resources necessary to help with meeting all Information Technology program requirement(s).

Information Systems Engineering (ISE):

  • IT Strategic Planning, Program Assessment, and Studies;
  • Business Process Reengineering;
  • Software Life Cycle Management (SLCM);
  • Software Engineering;
  • Software Maintenance and Licensing;
  • Electronic Commerce/Electronic Data Interchange (EC/EDI) Support;
  • Independent Validation and Verification Support (IV & V); and
  • IT Research and Development.

Information Systems Security Support Services (ISS):

  • Mainframe Automated Information Security Support;
  • Disaster Recovery, Continuity of Operations, and Contingency Planning;
  • Computer Security, Awareness and Training;
  • Computer Security Incident Response;
  • Virus Detection, Elimination, and Prevention;
  • Computer Security Plan Preparation;
  • Certification of Sensitive Systems;
  • Quantitative Risk Analysis of Large Sensitive Systems;
  • Security for Small Systems, Telecommunications, and Client Services;
  • System Recovery Support Services;
  • Independent Verification and Validation (IV & V); and
  • Software/Hardware Maintenance and/or Licensing.

Systems Operations & Management (SOM):

  • Office Automation Support/Help Desk;
  • Network Support;
  • Computer Center Technical Support;
  • Media/Learning Center Support;
  • Seat Management;
  • Independent Verification and Validation (IV & V); and
  • Software Maintenance and/or Licensing.
